In order to enhance the competitiveness of the Italian manufacturing fabric, a measure introduced in 2019 continues to be an important support tool. This initiative, recently refueled with a budget of 75 million euros, aims to promote technological and digital transformation processes within small and medium-sized enterprises (SMEs) and business networks.

The primary objective of this measure is to facilitate the adoption of enabling technologies outlined in the National Industry 4.0 Plan, as well as the modernization of companies' management and organizational processes. This includes improving access to financial markets and capital, critical aspects for business growth and competitiveness. In addition to Italian-based SMEs, business networks that meet specific requirements can also benefit from this opportunity. In particular, a network must consist of at least three SMEs and demonstrate stable and effective collaboration. Furthermore, the shared plan must involve the development of innovative processes related to technological and digital transformation, using technologies outlined in the National Industry 4.0 Plan, or innovative processes related to organization, planning, and activity management, including access to financial markets and capital.

The financial incentive is provided in the form of a non-repayable grant, granted under the de minimis regime (in accordance with EU Regulation No. 1407/2013). The grant amount varies based on the type of beneficiary: Micro and small enterprises can receive a grant equal to 50% of the incurred costs, up to a maximum of 40,000 euros. Medium-sized enterprises can obtain a grant equal to 30% of the incurred costs, up to a maximum of 25,000 euros. Business networks can benefit from a grant equal to 50% of the incurred costs, up to a maximum of 80,000 euros. Eligible costs for the grant cover expenses incurred for specialized consultancy services provided by qualified and independent innovation managers.

These managers must be integrated into the company or network through a consultancy contract lasting at least nine months. The consultancy aims to guide and support innovation, technological and digital transformation processes, and may include the adoption of various enabling technologies outlined in the National Industry 4.0 Plan. Managerial roles can also involve modernizing management and organizational structures, including access to financial markets and capital. This may include implementing new organizational methods in business practices, corporate management strategies, and workplace organization. Furthermore, pathways towards listing on regulated or non-regulated markets, participating in the Elite Program, and attracting specialized investors in private equity or venture capital can be initiated.

To participate in this initiative, applications for inclusion in the innovation manager list must be submitted through a dedicated online procedure by 5th October 2023, 5:00 PM.
